Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are fought: positive announcements are released from different nations. Considerable effort is expended on containing certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".
Nighttime Reality
As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is able to track projectile deployments from Russian territory, a ability afforded by up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles roared overhead – sophisticated military planes provided to Ukraine by Western partners.
Shortly after, Kyiv's air-defence systems thundered: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, probably supplied through partner states. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly becomes grim resignation: possibly the approaching threat won't hit its mark this time, sparing the city from catastrophe and another blackout.
Persistent Threats
Not long after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a mobile-fire group – probably Western-made equipment. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
Periodically, this persisted until dawn. Kyiv faced the early updates: multiple fatalities, destruction and utility failures in multiple buildings as a result of the evening attack. As customarily, everyone still went about their day – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on external assistance – a need that regional partners are clearly incapable to replace in the near term.
Ineffective Peace Efforts
The comprehensive proposal from US administration sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new proposal from Washington unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, certainly, continue.
Political Considerations
It is tempting to accuse specific actors of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unrealistic to compel Moscow to abandon the land that it presently holds in Ukraine's occupied territories.
The issue is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not change more in its favour in the near future.
Conflicting Perspectives
Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a total frontline collapse until situations evolve in its benefit.
Current Realities
Objectively, there are no actual prerequisites for a truce. Now, subjective factors are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their priority does not move to internal issues. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will modify their basic position.
These two forces are driving the talks.
Summary and Prospects
It took a just a single week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.
While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
